Applications are invited from suitably qualified and experienced persons to serve as TEMPORARY CHIEF FINANCIAL OFFICER/SENIOR ACCOUNTANT with the Eastern Caribbean Telecommunications Authority (ECTEL) at its regional Headquarters’ office located in Saint Lucia.
DUTIES AND RESPONSIBILITIES
The Temporary Chief Financial Officer/ Senior Accountant shall be expected to, among other things:
1. To plan, implement, manage and control all financial-related activities of ECTEL.
i. Provide advice to the management team in relation to the financial management of the Directorate;
ii. Review the current budget, prepare next budget, and prepare quarterly management accounts for submission to the Board of Directors;
iii. Advise on appropriate key performance indicators (KPIs) for reporting on financial performance to the Board of Directors;
iv. Supervise the work of the staff of the department and recommend development initiatives;
v. Oversee payroll and Social Security payments and reimbursements;
vi. Supervise the processes for External Audits;
vii. Provide general support to other departments;
viii. Ensure that work of the department is completed in a timely manner and that all financial transactions, records and reports are accurate and timely; and
ix. Coordinate with relevant department to ensure providers are invoiced in line with Telecommunications (Fees) Regulations and that fees are received from the NTRCs.
2. Assess and report on the status of work in the department including receivable, payables, VAT returns, bank reconciliations, recording of transactions, preparation of financial reports and other tasks.
QUALIFICATIONS AND EXPERIENCE
The applicant should possess:
BSc in Accounting/Finance/Management
Postgraduate or other equivalent qualifications in Management
Professional Certificate in Accounting – ACCA, CPA, CGA or equivalent
At least ten (10) years’ experience in accounting or financial management with knowledge of public sector accounting, laws and practices
7-10 years’ experience in senior management position within a Finance/Accounting Department
A member of a recognised accountancy professional body

Knowledgeable of Generally Accepted Accounting Principles (GAAP) and IFRS 9
Knowledgeable in revenue collection processes
Knowledgeable of Financial Modelling and Forecasting Techniques
Knowledgeable in the operations of electronic accounting software (Sage)
Technically adept and possess strong computer skills in Microsoft Office
TERMS OF APPOINTMENT
The successful applicant will be offered a temporary position for six (6) months.
