
The Monitoring, Evaluation and Learning Associate is responsible for supporting the implementation of monitoring, reporting, learning and evaluation activities for the GCF Readiness program in Saint Lucia as well as other projects in the Caribbean program portfolio, in addition to assisting with planning and execution of workshops meetings, and events. The Associate will work under the supervision of the GGGI Caribbean Program Representative, and will also coordinate closely with other GGGI Caribbean team members and relevant partners as needed. S/he will become familiar with and follow GCF Readiness reporting requirements as well as GGGI’s Corporate Results Framework and internal procedures and systems. S/he may collaborate with monitoring and evaluation colleagues in the Caribbean, Latin America and other GGGI country programs, when appropriate.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.
GGGI’s Caribbean program is currently implementing a number of green growth projects in the region working closely with its member the Organisation of Eastern Caribbean States (OECS).
These include projects related to climate finance, renewable energy, and green entrepreneurship, and are implemented both at the regional (OECS) level and national level. GGGI’s newest project is an 18-month technical assistance project to the Government of Saint Lucia titled “Mobilizing Climate Finance and Private Investments for Low-Carbon Development in Saint Lucia”. The project is funded by the Green Climate Fund (GCF)’s Readiness program and aims at building) institutional capacity, frameworks and a project pipeline to enable the mobilization of climate finance and private investments for NDC implementation and low-carbon development in Saint Lucia.
PURPOSE
Support the design and implementation of monitoring and evaluation (M&E) frameworks and information systems, including project monitoring, evaluation, and capacity building plans
Ensure timely and high-quality monitoring and reporting according to GGGI´s internal systems, donor requirements and any variations of these that may come along the way
Lead the conceptualization and organization of capacity building plans, workshops and products
Lead and promote knowledge sharing with the project’s beneficiaries, stakeholders, staff members and HQ and project´s partners based on results achieved, lessons learned or best practice
Support with administrative related tasks related to GCF grant agreements as needed, including logframe updates, reporting, and communications
Support internal and external reporting for GGGI projects
ENGAGEMENT
Liaise with key government counterparts, relevant partners, existing and prospective donors and officials to keep them up to date with project results
Engage with beneficiaries, speakers and participants of knowledge sharing and capacity building workshops and events
Engage with GGGI’s Evaluation Unit (IEU) and Strategy and Partnerships (SPC) in HQ and other relevant internal stakeholders to ensure monitoring and reporting requirements are being met as per GGGI’s Project Management Cycle
Support and accompany the Caribbean Program Representative in the establishment and maintenance of relationships with the donor community in the Caribbean
Support the GCF Readiness project team to develop and maintain engagement with the Department of Finance, Saint Lucia Development Bank, Bankers Association of Saint Lucia, other project stakeholders
Liaise with GGGI programmatic staff to support monitoring and evaluation processes, data gathering, and tracking of key indicators, on various GGGI projects
DELIVERY
Design and implement M&E frameworks and tracking systems to track delivery against project targets, outcomes, and impacts, including developing and updating Excel spreadsheets, and updating online tracking systems.
Support the monitoring and tracking of program-wide targets and indicators
Prepare and ensure timely submission of project monitoring plans, including developing and defining project indicators and sources of data, and contribute to annual work plans, quarterly and annual reports, and other project documents
Lead the organization of capacity building and knowledge sharing workshops and events
Support the design and implementation of workshops’ monitoring and learning frameworks to maximize effective learning and knowledge sharing
Support the conceptualization and development of case studies and presentations
Develop and update project risk management matrices
Prepare presentations and reports presenting project results, lessons learned, risks, budget situation and other relevant information as instructed by the GGGI Caribbean program representative
QUALIFICATIONS
Bachelor’s degree in social sciences or other field related to GGGI’s work
A minimum of three (3) years of relevant professional experience related to monitoring, evaluation, reporting and learning
Experience with gathering and managing data, especially related to project implementation
Demonstrated experience with Excel spreadsheets, reporting or tracking systems, and online systems
Proficiency with commonly used software platforms and Microsoft Office applications (Word, Excel, PowerPoint)
Experience with planning events, workshops, and/or training and learning programs is a plus
Familiarity with the logframe methodology is a plus
Experience with the UN system, other international organizations, bilateral cooperation entities or projects is a plus
Experience with enterprise resources planning (ERP) platforms is a plus
Knowledge of a second language, preferably Spanish or French, is a plus
Prior experience working within the Government of Saint Lucia is a strong asset

WORKING CONDITIONS This position is an X6 grade level in GGGI’s Saint Lucia salary scale. For the X6 Saint Lucia grade, the base salary starts from USD 29,355 to USD 40,315. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
