Regional Health Safety Environment and Quality Manager

on behalf of our client operating regionally.

Scope of Position:

The Regional Health, Safety, Environment & Quality (RHSEQ) Manager is responsible for the design, implementation, communication and coordination of all Environmental, Health, Safety and Quality programs for the Region. This position will develop and provide technical and administrative direction on all HSEQ decisions, which bear critical importance to overall Regional objectives, operations, and profitability.

Essential Duties and Responsibilities:

  • Directs the resources and activities of the Region to support the HSEQ programs by providing advice and guidance to company Senior Management.

  • Continually maintain an appropriate level of awareness, knowledge and preparedness across the Region to create a culture that prioritizes effective HSEQ and balances overall associated costs.

  • Review internal HSEQ policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments.

  • Serve as the Regional expert within the areas of HSEQ when called upon to address regulatory agency compliance issues, third party safety & liability consultants and subcontractor representatives.

  • Responsible for managing and directing Regional HSEQ personnel resources.

  • Implement Quality Management system ISO 9001 (QMS), 5S & KAIZEN.

  • Collaborate with the upper management team to set quality benchmarks

  • Create standards in accordance with industry standards and customer expectations

  • Identify quality control processes to ensure criteria are met at all times

  • Execute tests to check final product adherence to the company standards

  • Record findings and relay this information to the team

  • Brainstorm ideas to increase productivity and performance while maintaining accuracy in quality

  • Make crucial decisions in favor of cost-efficiency without compromising on quality

  • Oversee production to ensure conformity in final product processing

  • Very strong knowledge & understanding about processes & their parameters.

  • Handle Customer Complaints, Giving Corrective & Preventive actions through root cause analysis

  • Prepare Quality Assurance and Inspection Quality Plans. Conduct process Improvements, process control & SOPS.

  • Train Subordinates, Colleagues, workers and officials in plant. (On job Training & classroom training.)

  • Responsible for the development of an annual budget recommendations and implementation.

  • Provide regular written reports, as well as other production-related results and updates to the Senior Management Team.

  • Assist incident investigation teams in investigation of all project incidents. (GL/WC/Recordable Incidents, Near Miss and First Aid) and ensure proper records are completed and submitted and follow on training on lessons learned is complete.

  • Devise, supervise, and coordinate training programs or media, which will increase proficiency in safe practices and promote HSEQ consciousness.

  • Actively participate in the scheduling of pertinent meetings across Company locations to review HSEQ performance and policies.

  • Drive Quality through Operations, Construction, Procurement and Commissioning phases of all projects.

  • Address specific reporting and record keeping requirements of OSHA, EPA, etc., as well as other pertinent safety and quality regulatory compliance matters and to ensure project sites are in compliance.

  • Stay abreast of current and emerging technical and professional aspects of this position.

  • Conduct site visits/audits.

  • Participate/attend industry related conferences when requested to do so.

  • In this position, you will be required to carry out supervisory responsibilities in accordance with Company’s Policies & Procedures and any applicable laws.

Qualifications:

  • A Bachelor’s Degree (4 years) or higher in Health and Safety & Quality Management, Safety Engineering, Environmental Safety or related field.

  • Minimum 10 years Quality Assurance and Quality Control.

  • Strong knowledge of Environmental, Health, Safety and Quality basic regulatory and legal framework.

  • Working Knowledge of API.

  • Certified internal auditor for ISO 9001:2008

  • Familiar with company and industry quality standards and processes

  • Proficient in computer technology and systems

  • Good understanding of Microsoft Office applications

  • In-depth knowledge of market trends and conditions

  • Strong leadership and management skills

  • Excellent analytical and problem-solving abilities

  • Ability to positively influence others.

  • Great team player with strong interpersonal skills

Certificates, Licenses, Registrations: OSHA 10 & 30 trained; OSHA 500, ASP, and CSP a plus

Communication Skills: Must have very good written and oral communications. Required to

speak effectively before groups of Senior Management, clients, subcontractors, and/or employee of the organization.
